At a time when more than ever, we need the police to be our protectors, they’re failing us. It’s gotten to the point that when you’re around a cop, never have anything in your hands, because they will kill you and think nothing of it if they can get the least pretext for so doing.

I'm not particularly making excuses for the police here, but it's entirely natural for a person, be it a perp or not, to turn away from any gunfire. This movement would be an instinctive protective move or to flee, etc.
