You are correct. In 1954 Governor Orval Faubus ordered the Arkansas National Guard to block the court ordered integration of Little Rock Central High School. An incensed Dwight D. Eisenhower used his CIC authority to Federalize the Guard, and ordered them to stand down.

Based on that precedent Trump SHOULD be able to override Brown's decisions on using the Guard. (I say "should" because the Ninth Circus is liable to rule for just about anything if it "resists" Trump).

If the libtard courts give him any crap, he can constitutionally call out the militia (that’s us, baby). I think a sufficient number of armed militiamen would answer the call to guard the border,

And Eisenhower also sent the 101st Airborne Division to "support" the Arkansas National Guard. Now, Trump can send the 1st Marine Division from Camp Pendleton to "support" the California National Guard.
