The memo gives Mueller a more specific description of his authority and states that he can investigate Paul Manafort for any crimes arising out of payments he received from the Ukrainian government before and during the tenure of President Viktor Yanukovych. And thats pretty much what Manafort was indicted for.
Heres the weird part about this: The Rosenstein secret memo revealed in this weeks court filing is dated August 2, 2017. According to media reports, Paul Manforts home was raided July 26, 2017. So that means Rosensteins laid out the more specified scope and definition of authority for the special counsel investigation six days after Manaforts home had already been raided.
What does this mean legally? Well, as always, the the legal experts are divided.

This paragraph should be enough to get Moonbeam and his buddies indicted for sedition for refusing to follow US law on sanctuary in California.
Can we prove it wasn’t written right after Manafort’s lawyer filed their motion to dismiss the charges due to unconstitutionality and failure to stay within Special Counsel limits?
That would make it a month old or so.
But prove the date of completion is what I’d ask them.
It sounds so much like they waited until after Manafort’s lawyer filed against them.
A great point that I have made from the start: is Mueller a substitute AG to bypass Sessions and thus Trump? Are Mueller's indictments even valid? Do they have legal standing?
Very good chance that Manafort is going to mop the floor with these clowns. He’s got money for lawyers, unlike the others and has evidence that the FBI did some illegal stuff during the execution of that warrant. Which was all for show, anyway.
Manafort, while not John Gotti, isn’t the type that will collapse into the fetal position at the first sign of a badge.
Right now the judges and others, are keeping his case alive to protect Mueller and the feds. At some point, a plea will be offered, more than likely it won’t be taken and the feds will have to go to court. And that is where it’ll all come out. If he doesn’t take a plea, don’t be surprised if the feds take a while to go forward and then somehow, figure out a way to dismiss the case, to save face.
The Ukrainian and Russian governments are at odds.
Manfort is within the scope of normal DoJ/FBI investigation authority.
