I agree.
But even then, their game continues to be a balancing act between what they do and what the public knows. The inevitable process from there will always end in destruction of the communist structure due to the public figuring things out.
In this sense, we can see that communism never has and never will truly establish itself.

True enough. I've heard people talk about communism "in theory", but as soon as it becomes communism "in practice" it must abandon theory in order to continue existing. Inevitably it becomes indistinguishable from fascism, since government must have absolute power in order to control what everyone is allowed to have. "To each according to his need, from each according to his ability". Who determines needs and abilities? Who enforces communism? Not the individual, or the system collapses.
The Soviet Union and all other communist states are very good at the "from" part, but fail to follow up on the "to" part. Communists don't seem to see a conflict of interest when government has all the power to collect and distribute.
