I saw the clip of her allegedly admitting to bullying Cruz, and that isn't what she admitted to. She said she "shunned" Cruz - avoided him - because she thought he was a dangerous weirdo. To me, that isn't "bullying."

If you see someone behaving erratically on the street, and you cross the street to avoid contact with that person, you aren't "bullying" him. Now, if you start shouting at him and taunting or teasing him, that could be called "bullying."
