I know this was an absolute shock to me. If you use gmail, try it as well to give a sense of the depth of this issue.
Pick out some random email that you deleted a long time ago, such as a notice of a utility bill or credit card bill.
Then, use the gmail search function and search for that email item.
If you get regular bills, or emails, from this place you will then see that Google displays - at least in all my cases - many, many emails that I deleted long ago, including emptying the “trash”.
Yeah, Google knows everything.

It’s not an unreasonable thing to ask.
There’s a saying, “I don’t pay for prostitutes to stay with me. I pay them so that they leave in the morning.”
I think I’d be willing to pay in exchange for them deleting it all. From there, you let competition do the job of cramming the price down.
