If you take the common number of 22 million illegals in the US...you can probably figure that about five million (more or less) fall into California.
But there is a bigger problem here. Lets say you refuse to count the five-million in California, and they lose four representative seats. You would have to redraw the entire state and its districts. In the process of redrawing, the question of data collection will come up and whether you should count real US citizens and non-residents within the districts. It would seem to me that once you reach this stage, it’s going to be a five-star circus of events, and the court system will be unable to reach some final conclusion. All of this....focused on getting to an end-stage by 2024 and the national election.
