ICE ERO usually doesn’t cuff people for their ride home. My office had to chase another runner that camplained about his cuffs and then sucker punched the agent. He was smart enough to give up when the dogs and the chopper showed up.

I am just going by what I saw when I worked for the TSA. In my experience it looked like fugitives in custody were not given much leeway to rabbit. Maybe ICE is different but they better reevaluate their transport policies
