There seem to be two distinct possibilities here:
1) She really is as dumb as we all think she and is another affirmative-action disaster taking its natural course,
2) This is a ploy to get more money

Yep that’s what will happen.
I understand that certain crimes will be a lower priority and that there are manpower issues etc. HOWEVER you DO NOT announce to the criminal element that there is no enforcement in certain places.
