This is totally bogus and has been thoroughly discredited. This letter refers to emergency money targeting Haiti. It is in response to something that happened much earlier in the year and has nothing to do with this budget.
No, Trump cannot designate all federal money as “emergency.”
No, he cannot willy-nilly yank EPA funds for “the Wall.”
We have a process called AUTHORIZATION and APPROPRIATION, and even after money is “authorized” (btw, this bill is really an “authorization” bill, even though it says “appropriation”), the authorization is merely permission to spend.
Trump has no money until it is appropriated for a very specific purpose. Moreover, it’s not appropriated to Trump, but to each Department secretary. If Carson gets $2b and Trump tries to “move” $1b of that, HUD gets no more appropriations (nor, likely, would anyone else) until that money is replaced.
This is all in the Constitution, which everyone seems to want to discard now. The HOUSE originates all spending, and oversees all spending.
