The buck stops with Trump. He should act as the leader of the party and should have threatened those who did not cooperate. He’s had plenty of time to consolidate and to neuter both Ryan and McConnell.

The fact is no one here knows what variables went into making that decision. What went on behind the scenes. Judging how corrupt are fed govt is, there may have been threats involved.
