My only guess is the country is going to war in the next few months and he was willing to trade it all to get that funding for the military.

They wouldn’t have overridden his veto. They would have shut down government until he twisted in the wind for maximum damage.

I think there were enough votes to override a veto. For instance, 67 senators voted for the bill, so that’s enough for an override right there.
