If you think immigration legal or illegal is going down your are just not too smart. When ever DACA comes up there is a new influx of illegals because they feel/know eventually they will get to stay.
If the President wanted to shut down Sanctuary cities he would just enforce the law. Of course I suppose it is possible that no one has told him they a breaking a law and can be held financially responsible for damage that any illegal they help causes.
