Apparently, the DOJ no longer reports proper oversight to Congress. Add to that Sessions says that Trumps commands to the DOJ are merely "suggestions".
So to answer your rhetorical question, the DOJ is now "independent" and untethered from the Constitution. They are the Deep State. They report to anti American interests.
