this is all a farce, budget bills are not subject to filibuster. you don’t need and never had needed 60 votes to pass a budget bill. if he is going to sign because of military spending, then he should insist it is a separate appropriation bill as one of 13 that are suppose to be written. he will never get his wall, border guards, stop sanctuary cities, etc. if he signs this bill.
