The PROMISE program provided school districts with lots of federal tax dollars if they reduced their rates of suspensions and expulsions of minority’s students. Why isn’t the name of this program well known by now? It is what allowed Cruz to stay in school after many infractions. Here is the description from the Promise Program web site.

PROMISE Program (Preventing Recidivism through Opportunities, Mentoring, Interventions, Supports & Education) represents the most comprehensive thinking available to address socially unacceptable or illegal behavior, targeting both short and long term academic success, aligning best practice models and Restorative Justice principles, and developing pro-social and resiliency skills.

Basically PROMISE means ... do not suspend, expel or refer to the police

That is an excellent question.

I believe that everyone involved tried to keep a very low profile on it and the media sure didn't want it widely known.

Last month after the shooting was the first I'd heard of it.
