He is wearing gloves and what looks like a bit of a disguise.

The gloves are a definite rip-off. Being the Austin area, I can just hear the counter conversation:

Counter guy: "So, is there anything hazardous in your package?"

Bomber: "No."

Counter guy: "Then, why are you wearing gloves?"

Bomber: "I don't want to mess up my manicure."

Those packages are probably the ones Fedex suspected. One went off and one was quarantined but did not contain a bomb.

Going to a Fedex store was clearly a big mistake for this guy.
