I’m not sure what their criteria are for blurring a residence at the street level view but it seems to be related to Police and Gov’t officials. Not sure if normal people can request it or not.

Yes, anyone can request their house be blurred on google. His house is the blue wood framed which is not blurred. Check the tax records to verify.
