It's a bomb. The BATF is already involved. Sort of automatic. They are the recognized experts. The FBI is involved because the BATF is involved. It's incestuous.

If I were investigating, I'd run separate teams, each concentrating on the background of one target. Then, you MIGHT see where lines cross.

I'd bet that there was, or will be, ONE real target, and the rest of them is smoke and mirrors so that the entire system is tail chasing.
