If “Doctor” Noel is a physician, he should have his license taken away for this.
Its not certain that Hillary does in fact have Parkinsons - but there is certainly grounds for suspicion. For sure its enough to make me wonder who is in charge of vetting presidential candidates???

- Whatever; he does not claim a definitive diagnosis, but describes effects of Parkinsons, and side effects of medications for Parkinsons, and notes the fit between those and video of Hillary in the wild.
Constitutionally, that actually is the state legislatures:
Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress . . .It seems clear to me that the states have the authority, and therefore the duty, to require full disclosure of health of presidential candidates. That should IMHO include an exam to demonstrate reasonably normal neurological function. All it would take would be for several purple states to require that test as a precondition for having a slate of Elector candidates pledged to you on their ballot, and the political parties and the candidates would have no choice but to accommodate them.The Electors shall meet in their respective States and vote by ballot for President and Vice-President, one of whom, at least, shall not be an inhabitant of the same State with themselves Twelfth Amendment
