  1. I believe that Dr. Noel is a retired MD.

  2. Whatever; he does not claim a definitive diagnosis, but describes effects of Parkinson’s, and side effects of medications for Parkinson’s, and notes the fit between those and video of Hillary in the wild.
It’s not certain that Hillary does in fact have Parkinson’s - but there is certainly grounds for suspicion. For sure it’s enough to make me wonder who is in charge of vetting presidential candidates???

Constitutionally, that actually is the state legislatures:

Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress . . .

The Electors shall meet in their respective States and vote by ballot for President and Vice-President, one of whom, at least, shall not be an inhabitant of the same State with themselves Twelfth Amendment

It seems clear to me that the states have the authority, and therefore the duty, to require full disclosure of health of presidential candidates. That should IMHO include an exam to demonstrate reasonably normal neurological function. All it would take would be for several “purple” states to require that test as a precondition for having a slate of Elector candidates pledged to you on their ballot, and the political parties and the candidates would have no choice but to accommodate them.
