Post war foreign policy was about containment of the Soviet threat. It wasn’t about Germany. You forget there were hundreds of divisions of the Red Army ready to march across the prostrate Europe. Thanks to Yalta.

The Marshall Plan centered on rebuilding Germany though. One thing that was clear from Tetens’ book is that Adenauer’s administration had a hand in stoking tensions between the USA and USSR, with an eye towards another alliance of convenience with the USSR.

I hope there is no implication that not getting rid of the general staff in Germany, and reorganizing the Wehrmacht into the Bundeswehr and so on and so forth, was actually vital in slowing down the Cold War. The only thing that really stopped the Cold War was Reagan’s efforts, FWICS; before that, the Democrats and RINOs were all about “containment” and letting the world get more and more tense.
