Not rushed, same material caused Wray to offer McCabe a job in the cafeteria if he wanted to stay on, which prompted McCabe to give his retirement notice. Took OPR a few weeks to review the same evidence and compose a recommendation. McCabe had an opportunity to plead his case, and sessions had a couple days to deliberate on the case. Had to be complete before McCabe retired, but McCabe is the one who chose his retirement date.
