I think they had to pull the trigger on McCabe because he was 2 hours away from retirement. They couldn’t force him to work with IG after he retired. Each time he lied to the IG can be a separate charge of lying to the FBI ;-)
Same with the others you listed. Are they close to retiring? If not keep them on staff and keep racking up the lies, or keep them feeling safe if they are cooperating. But in the end they need to do some jail time. But if giving them a check in the meantime keeps them talking I’m good with that for now. But in the end they have to pay for their crimes. Unless one is a critical witness in which witness protection would be ok too. They have to get a new life and live in hiding forever. That’s a good punishment too.
Depending on the quality of information cooperating witnesses provide and to whom their testimony leads, I, for one, am fine with the lower level conspiritors getting little to no time in prison, as long as Lynch, Brennan, Clapper, Comey, and their boss(es) are punished.
It seems to me McCabe had his chance to save his own arse and declined.
