The bridge would have to balance -
Half the bridge was over the roadway, the other half over the canal. The center tower was the balance point. Without both halves the tower would tip over
I guess they thought the section over the roadway would stay, supported by the approach walkway on one end and the tower base on the other, while they erected the tower, the other span over the canal, and suspension cables.
They thought wrong.

I would estimate that it is about a 60/40 or 70/30 split, with longer cantilever span barely supported on the one end. There was an epic failure to allow for any temporary support needed to complete the bridge.

The bridge span over the river was going to shorter. The tower was offset. It was not going to be in the center. You can clearly see it in the Rendered drawing.

NO. It was not to be "centered" on the tower, it is an asymmetrical design -- the two spans were of different lengths because the road is much wider than the adjacent canal. But that would not matter if all the calculations were correct, the materials were suitable, AND if the construction/installation were done properly:
