I bet it was all done online.

If they are saying parents are responsible for damages because they are responsible for their children that is one thing. If they are saying the parents are responsible because their credit card was used- as if the parents rented the property, that is another. If she did not have the parents permission to use their card, then if some random person steals your credit card and does this- would you be responsible?

This article doesn’t make sense.

That is the thing. Did she steal it or had she been given permission to use it previously? If they had given her permission previously, they might lose buyer protection. I was going to let my son use my card once and asked the CC company and was told if he were to use it, then I was liable any time he did, even without permission. I decided not to let him.
I have rented places on-line and even had a key mailed to me once! Another time, it was a lock box. I think I met an owner one time. My card always had a temporary charge on it when I signed the contract on-line. Wonder if her parents had something like that on theirs? I also get notification via email and text if there is a charge over a given amount.
