Throwing a fresh secretary at it probably isn’t going to change the crap culture of the VA. Just another federal agency that needs to be scrapped to bare bones and privatized to the maximum extent possible.

The VA does have increased outsourcing to private healthcare, but the whole enterprise is a heavily larded bureaucracy. Apparently Shulkin doesn't have the motivation, or the gonads to drain his own assigned part of the swamp.
