My guess is some form of neural degeneration resulting in neuropathy. Sometimes the person does not know exactly where their feet are because they can't feel them.
I said neural degeneration , not moral degeneration. The latter is already an accomplished fact.

alcohol consumption is one of many causes of peripheral neuropathy.
Mine is from arterial disease. can’t walk more than a few blocks, and uneven ground keeps me looking at my feet.
But then again, I don’t have cankles and cloven hooves
