Yes that is including the dem Alleghaney CO absentee ballots. They meant the 2 districts would have put Saccone ahead a little bit but we never saw him take that lead because Alleghaney Co started counting their absentee ballots before the last two R prescincts came in.
Apparently not, or at least as far as I can determine. Westmoreland has ALREADY reported the absentee ballots. That must have been why Saccone got to within the 95 votes. Then they later reported the two remaining precincts which didn't make up so much ground. But if true, then Saccone DID NOT win the election day vote.
That is what I am gathering from the reporting, and also why Lamb just did a victory speech.
