Actually, that is incorrect. As a retired general officer, LtGen Clapper (USAF, Ret.) may be recalled to active duty and court-martialled under Article 2 of the Uniform Code of Military Justice (UCMJ) for serious offenses committed after his retirement. It's a dirty little secret, and it's the law.

That was one of the many reasons, when I did my military duty, I went in as an enlisted guy and came out enlisted in spite of having a college degree.
