Ahha. Found it. It’s called General Assistance.

General assistance may be offered as well. This includes rent and utility assistance for low income individuals and the working poor. Any money is paid directly to your landlord or utility company. Vouchers for basic needs may be offered too. Also look into Medi-Care, Food Stamps, Healthy Families, Medi-Cal, and other public aid.

Hmmm... that's a new one on me. For 10 years I have served as an intake interviewer for a local non-profit Food Bank/etc. here in SC. Most of the folks I talk with are on some kind of assistance. But General Assistance? Never came across that one.
