That's certainly what it smells like - using a modified Nuremberg defense, "I was just following procedure (orders)". That's another big reason why citizens cannot, must not, abdicate their safety wholly over to government entities, which these days are increasingly politicized and partisan, getting more so by the day it seems. They can - and will, as we have seen time and again - fail to conduct their duties in a responsible manner expected of them, and people will die.
