I seem to recall that the NorKs agreed to stop all nuclear weapons research during Clinton's presidency in return for cash, oil, and a nuclear power plant. That worked out well didn't it.

Jimmy Carter's freelance diplomacy maneuvered Clinton into a position where he felt he had to make a deal with NK.
The latest World Almanac has a list rating the Presidents. Obama isn't in the top ten but close. Carter is ranked much too high--in the bottom half but several places ahead of GWB (who is by far the lowest-rated of any President who was successful in getting re-elected). Based on a poll of academics, I believe.
