The president has refused to back a number of bipartisan proposals to extend the program

What does it matter if Trump, or any President, "backs" a proposal?

This is not the Westminster system. The President is not a Member of Congress.

Congress: Do your damn job! Pass a bill, or don't.

If you DO pass a bill, THEN we can see if the President "signs" it or not. What the President "backs" is not part of the system.
