To people outside that sphere, those two people are most notably known for The Cloward-Piven Strategy.
This strategy, created by Profs. Richard A. Cloward and Frances Fox Piven, it is essentially a plan that envisions overwhelming the U.S. public welfare system and replacing it with a nationalized system run completely by the federal government, that would ensure "a guaranteed annual income and thus an end to poverty." nThe strategy, then, was to essentially create enough chaos that the social welfare system would collapse under its own weight, thereby creating an opportunity for the central government to impose a "solution" that essentially transformed Uncle Sam into national paymaster.
Notice the words above in red. That is no accident. They probably have absolutely no valid check for citizenship. If you apply for welfare (as many do, using stolen SSN etc.) then you can likely vote.
Is Ms. Piven’s name really Francis? That’s the male version. The female version is spelled with an “e”. Frances. She’s not a tranny, is she? Just checking. Inquiring minds want to know.
