I wasn't familiar with this "glitter bomb" concept, but apparently it originated a few years ago with rabid gay activists dumping glitter on Republican candidates. It should definitely be treated as assault when it's done in person, and via mail it is a terroristic hoax and threat, since the recipient has no way at all of knowing it is not dangerous.
