The denial of civil rights in this country takes a judicial determination FIRST not after the deprivation in criminal matters unless there is probable cause and fear of attack on a police officer. There is civil commitment but both require notice , hearing trial by jury unless waived. Both require right to counsel and free counsel if you are indigent.
