Is that Trelayne from the original Star Trek? If I recall correctly he was some kind of man child, an irresponsible kid who wielded powers over Kirk and his crew.
Interesting aside — it is canon that Trelayne was actually a very young Q, from the Q continuum. The Q parents were the ‘normal’ Q entities, as opposed to Q that harassed Picard so much. In fact, that Q got in trouble with the rest of the Q race for that.
