Cowardly cops do that. Cops who actually intend to protect and server draw their weapon and confront the dangerous suspect.
If that was the case, the monitor should have been required to keep eyes on this subject. He also should have went toward the gunshots when heard. What did this guy do for an hour? Would love to see this persons report and not from a third person account.
