Not necessarily. There are plenty of people in this world without that kind of conscience. He didn't go in to try to save lives. That alone should tell you what kind of conscience he has. Compare and contrast different actions by two men there that day. The coach didn't have any weapons but threw his body between the kids and the killer, and gave his life in doing so. The armed cop did nothing.
