Simply hanging down, not spread out, you could make some assumptions that it was the star-filled Southern cross of the Confederacy. Not unless you are completely ignorant and/or stupid. There is no way any intelligent, sane, person could mistake the flag of Norway for the Confederate battle flag, whether it is hanging limply on the pole or not.
