Pardon my extreme ignorance, but can a bump stock turn a non-automatic weapon into an automatic (machine gun-like) weapon? Is this a matter of facts or a matter of opinion?
Bump stocks can get a semi-auto weapon to approach full auto speeds for about 5 or 6 rounds.
A bump stock does not modify the firing mechanism of the rifle. That’s why BATF declined to rule on them. It’s just a device that allows your finger to remain in one place while the recoil of the rifle bounces the trigger against your finger. There are many other ways to accomplish the same effect.

It can turn a semi-auto into a really fast semi-auto for a few seconds.
I prefer a rubber band.
