Obama was President up to, and beyond, the 2016 Election. So why didn’t he do something about Russian meddling?

Wasn’t it December 29, 2016 when Obama expelled the 35 Russians? And wasn’t the stated reason that the Russians Hacked the DNC server? His actions had nothing to do with the Trolling.
Who’s to say they are not?
The current admin doesn’t telegraph to it’s adversaries, or virtue signal to the press.
