Fully implementing the Second Amendment; i.e., assuring that the militia is well-regulated, likely would have prevented what happened in Florida.

Florida, unlike a lot of other states, has a robust JROTC program. Even this rich school, Parkland, has a very good drill program.

I know what you're trying to say but I wanted to point this out.

Partly, but not quite. ROTC is for potential officers. Had that State program required compulsory military training of the entire cohort as a matter of citizenship, Cruz' problems would have been identified and treated.

The President, as commander in chief, can order that the militia be trained under State command by simply finding that they are not "well regulated;" i.e., not combat ready. Congress has power to set the specifications for training and equipment.

There is a lot to ponder in that article. I hope you enjoy it.
