I get your chart but cops being called to your home and the commission of a crime are two different things. You would be screaming if the cops could haul you off just because someone called on you or deemed you a creepy neighbor.
Yes. The shooter is a creep and needs to be toasted for his crime but both sadly and happily one must first commit a crime to be incarcerated and even if he had been locked up it would not have been forever.
