Judge Nicholas G. Garaufis said the administration does have the power to revoke DACA, but it must give a sound reason for doing so

1. - Because a president does not have the constitutional power or authority to create such a law!

2. - Because a judge does not have the constitutional power to create such a law or to order a president to perform an unconstitutional act.

Now I’m confused because when the travel ban business was going on with some judges trying to deny president Trump the authority to create and enforce such law it was stated here that he and the executive branch has sole authority over immigration policy.
