The Aztec, f'rinstance, never had a functional wheel (neither for transportation, nor for mechanical functions like a potter's wheel or a spinning wheel), and they had refined metals only for ornamentation --- as I understand it --- and not for tools or structural materials, and yet they had a sophisticated organized large-scale civilization to rival, at least, some of the civilizations of classical antiquity.
The "spawn's" evidence, I'd say, is mixed.
