What I was merely pointing out, in addition to your points, is that one of the tests of the validity of a regulatory action is whether it is for a stated valid reason and not for an improper purpose. While regulatory agencies are afforded a presumption of good faith in pursuing the public good, political posturing against Trump undermines the presumption of good faith.
So in short, in declaring their intent to undermine Trump’s policies they have made their own job much harder.
