The IG has determined which text messages were part of their legal review and which were not. Presumably any purely lovey dovey texts were excluded from review and not released.

Is that true?

The IG should have released them all. They were using FBI devices.

No he should not release them. They are personal and that would probably be illegal regardless of the fact they were using government devices. But what the IG is investigating is bias: https://www.politico.com/story/2017/12/15/fbi-trump-texts-justice-department-ig-299569 and any texts related to that investigation should be released.
