Actually the really big problems aren't local ordinances - it's learning how to load, tie down and safely transport large item like tanks, APCs and self-propelled artillery by road and rail (and ammunition, food, fuel, medical supplies, spare parts and support equipment during war). We haven't practiced that in any reasonable scale for a long time.
It's one thing to shut down the local ordinances but entirely another thing to gain the skills and experience of major logistic movement cross country.
I see tarin loads, and I mean TRAIN loads go by here lots. Last one was a train with all Bradleys on it. Dam thing had to be a mile long.
