If you remember back to the fall of 2008, Clinton sent a list of government-hire folks that she was bringing in. Blumenthal was on that list. The WH said no. Weeks passed and around Christmas week, they sent a list of people to be hired as contractor-support....Blumenthal was on that list, and the WH said no.
I believe that Blumenthal was also one of the few given complete access to the bathroom server email account that Hillary had set up. So he was reading virtually everything that the office was sending to her....even the classified.
Who paid Blumenthal while in this ‘status’? Well....the Clinton Foundation.
